The Archdiocese's internal disciplinary and personnel-reassignment procedures, combined with the presumption that Church leadership would prioritize child safety over institutional reputation, were assumed to prevent repeat offenses.

Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. Since 1940, at least 237 priests and 13 Church employees in the Archdiocese of Boston were alleged to have abused at least 789 children, with the Attorney General estimating the true number likely exceeded 1,000.
  2. Archdiocese leadership, particularly under Cardinal Bernard Law's tenure, was found by the Attorney General to have known of the abuse and worked to keep it secret rather than report it.
  3. Weak child-protection laws in effect at the time meant no criminal charges could be brought against the officials who concealed the abuse, despite documented knowledge.
  4. Public disclosure, led by investigative newspaper reporting, forced the Archdiocese's internal handling into public view.

ROI: the outcome

Cardinal Bernard Law resigned as Archbishop of Boston in December 2002. The Massachusetts Attorney General's report was released 23 July 2003, and the case became a template for later state-level investigations, prompting strengthened mandatory-reporting and statute-of-limitations laws.
