Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. In 2015, gymnasts reported abuse allegations against USA Gymnastics team doctor Larry Nassar directly to the FBI's Indianapolis field office.
  2. FBI agents failed to act with urgency, and per the Department of Justice Inspector General, violated FBI policy even once an investigation nominally began.
  3. At least two FBI agents made false and misleading statements to Department of Justice investigators about their handling of the case.
  4. The bureau's 15-month period of inaction allowed Nassar to continue abusing athletes, with at least 70 additional victims abused during that window.
  5. The Justice Department twice declined to bring criminal charges against the responsible agents.

ROI: the outcome

The DOJ Office of Inspector General released its report of investigation on 14 July 2021, documenting gross failures. Supervisory agent Michael Langeman was fired in September 2021, and the case triggered congressional hearings and continued Senate oversight of FBI handling of child sexual abuse complaints.
