Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. The investigation, opened after a 2020 killing during a no-knock raid, found the department discriminates against Black people in its enforcement activities, including an aggressive style of policing.
  2. The investigation found unlawful execution of search warrants and excessive use of force, including police dogs, tasers and neck restraints.
  3. The investigation also found discrimination against people with behavioral health disabilities and violations of protesters' First Amendment rights.

ROI: the outcome

The findings led to a federal consent decree, finalized in December 2024, with an independent monitor overseeing reform of warrant execution, use-of-force policy and behavioral-health response.
