Rotherham Child Sexual Exploitation Scandal

Timeline

Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. Approximately 1,400 children were sexually exploited, trafficked, and abused in Rotherham between 1997 and 2013.
  2. Three internal reports in 2002, 2003 and 2013, explicitly linking child sexual exploitation to organized criminality, were given to police and the council but were effectively suppressed.
  3. Police gave no operational priority to child sexual exploitation cases, with officers reportedly treating victims with contempt.
  4. Senior council officers gave poor advice and councillors failed to scrutinize child-protection policy implementation despite policies existing on paper.
  5. Repeated inspections by the schools and childcare regulator failed to detect or flag the council's failure to act.

ROI: the outcome

The independent inquiry led by Professor Alexis Jay published its report on 26 August 2014. Council leader Roger Stone resigned within hours of publication, and the scandal triggered a national review of child sexual exploitation policy and further inquiries into local policing.
