Shana Grice Case

Vision

What was assumed or expected to hold, before the failure.

Police intake procedures were assumed to assess reports of stalking and harassment on their merits, rather than on the reporting party's relationship history with the accused.

Timeline

  1. 2016Shana Grice is murdered by her ex-boyfriend in East Sussex.
  2. 2019The IOPC finds misconduct and gross misconduct by two Sussex Police officers.

Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. Shana Grice reported her ex-boyfriend to Sussex Police five times in the six months before her death, for stalking, harassment, an assault, and a break-in.
  2. On one occasion she was issued a fixed penalty notice for wasting police time, after not initially disclosing she had previously been in a relationship with him.
  3. An independent misconduct panel later found the officer who issued that penalty failed his duties toward her and did not explore the context of her relationship with the perpetrator.
  4. A second officer was found to have committed gross misconduct in handling her reports and was placed on the police barred list.
  5. The sentencing judge said officers had stereotyped her before her death and failed to take her reports seriously.

ROI: the outcome

The IOPC found misconduct and gross misconduct by two officers. The case fed into a national inspectorate review of police stalking practice, and the College of Policing updated guidance in 2019 to bar fixed penalty notices in stalking and harassment cases.

  • Perception (P). Treating a victim's past relationship with her stalker as grounds for suspicion, rather than as context for the risk, inverts the purpose of a stalking report: the very history that should have raised concern was instead used to discredit her.
