Lens: the chain

The actual sequence of decisions and conditions that produced the outcome, as documented.

  1. Home Office policy from 2008 onward required people to prove continuous UK residence, disproportionately burdening Windrush-generation Caribbean migrants who had arrived legally decades earlier without formal documentation.
  2. This led to wrongful detention, deportation threats, loss of employment, housing and healthcare access, and actual wrongful removals.
  3. The independent review found institutional ignorance and thoughtlessness toward race and the history of the Windrush generation across the Home Office.

ROI: the outcome

The review made 30 recommendations, all accepted by government. It established the Windrush Compensation Scheme and a Windrush Unit within the Home Office.
